[B] Scope of Service:
Vendor needs to provide enterprise resource planning system
1. Conduct Requirements gathering meetings with all elected official offices and divisions of the County.
2. Conduct a business process analysis. This will include documentation of all business rules, identification of places where policy decisions are required and definition of all required fields.
3. Develop an RFP for ERP software.
a. The RFP must include detailed information that includes, at a minimum:
i. Technological requirements and specifications and legal limitations. It should also include the file formats and sample documents for the County’s current systems and processes, as well as the reporting requirements that must be met by the County.
ii. Description of the items, products, and results to be delivered and method of validation.
iii. Clear and concise description of the work to be performed, services to be provided, problems to be solved, and goals and objectives to be met.
iv. Explanation, in realistic terms, of what the system contractor is expected to accomplish, including the desired approach to the problem and the specific functions, tasks, and activities that must be performed. If the County’s existing process cannot be accomplished with a COTS solution, the system contractor shall be asked to note such and articulate how the County’s process would need to be modified to work with a COTS solution.
v. Established performance timelines, completion dates, and methods of measurement.
vi. Extent and nature of the assistance and cooperation from the County that will be available to the development contractor.
b. Structure the RFP to ensure the selected contractor will be able to deliver quality services on time and within budget.
c. Structure the RFP to allow the County to monitor the contractor’s progress during the contract to detect problems and/or delays before they become critical.
d. Provide RFP drafts throughout the development process for review by the County as follows:
i. Upon request of the ERP Subcommittee Chair, CIO, or Project Director (collectively, “ERP Project Leadership”), and
ii. Upon completion of each draft RFP section via email to ERP Project Leadership.
e. Revise draft RFP upon request of the County.
f. Finalize RFP. Upon approval by the CIO, the RFP will be submitted to the ERP Subcommittee and the IT Steering Committee for sign-off prior to publishing.
4. Develop RFP scorecard to provide for integrity in the evaluation process. The selected Consultant must:
a. Utilize the County-approved model to develop a scorecard with the factors relevant to an ERP system decision and appropriate weighting.
b. Provide draft RFP scorecard to ERP Project Leadership via email, and participate in ERP Subcommittee review of such scorecard.
c. Make changes to the RFP scorecard upon request of the ERP Project Leadership.
d. Define and document the process the evaluation committee will use to score the proposals.
e. Work with the ERP Subcommittee to determine the optimal composition and structure of the County’s evaluation committee (e.g., subject matter experts and broader, system-wide decision makers).
f. Work with ERP Project Leadership throughout the document development.
g. Assist in helping ERP Subcommittee members reach consensus on scorecard contents and evaluation structure.
