[B] Scope of Service:
Vendor needs to provide smart parking system to enter into a parking operations and management agreement with an outside parking management partner to upgrade and manage the operations of Metro's parking system by providing, installing, implementing, and integrating state-of-the-art hardware, software, and operating solutions to maximize convenience and payment options, streamline and optimize enforcement activities, and increase parking compliance. Metro wishes to construct an arrangement that recognizes the dynamic nature of this market, and create a process where new technologies are identified and evaluated as they are developed, based on how they would benefit residents, visitors, retailers, motorists, and pedestrians, while maintaining a high standard of customer service and ensuring the privacy and the security of the data of
the parking system customers.
- Parking system by leading the installation, implementation and ongoing management of a smart parking solution that includes modernized hardware and technology, automation, operational improvements, integrated enforcement solutions, and streamlined customer service. Metro is focused on finding a party with deep subject matter expertise and strong operational skills, who can meaningfully improve the operation and management of Metro's parking assets and deliver measurable service improvements through technology innovation, rich data analytics, and operational excellence. As a part of the operations and management agreement, Metro seeks to have the Contractor provide customer service and enforcement services, with the understanding that it is Metro's intent to slowly transition enforcement services to Metro personnel over the duration of the operations and management contract, and the contractor would be required to
provide training as needed to facilitate the transition. Additionally, Metro seeks to have the Contractor develop and execute a comprehensive communications strategy to include stakeholder / public engagement pre-transition, during transition and continued throughout the duration of the program. The collection of parking ticket fines will remain the responsibility of Metro, but Contractors are expected to provide an integrable solution that delivers a seamless experience to parking customers. Responses are expected to define the system/tools, implementation methodology, timing, resource needs, etc. to be used to provide a comprehensive and innovative parking solution.
