[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide services for implementation and ongoing support of a records management system.
- Contractor shall receive data and transmit data to the RMS every 5 minutes. The proposers shall detail in writing all data included in the transfer and how this will be completed.
- The system should be cloud-based and provide robust failover, disaster recovery, backup, and security measures. The system should preferably be hosted in the United States.
- The database must offer encryption for data at rest, conforming to health insurance portability and accountability act (HIPAA) guidelines.
- When a system failure occurs, or downtime is scheduled, the System must display an alarm message. Major or critical alarms must alert local administrators via SMS, email, or a combination of both.
- The system must utilize hot standby operation on vital modules with the system automatically switching to the backup without human or manual intervention when a failure occurs in any of those modules.
- Proposers must provide anti-virus and cyber-security solutions to their own System to ensure data integrity and protection
- The System must support the use of individual user accounts based upon a role and position for which the staff member is assigned
- The successful Respondent will be responsible for securing all required licenses and permits (if needed) for any work performed in relation to the project.
- The System must be capable of digital backup of all data. It must also offer scheduling of backups in accordance with local procedures.
- The System should be capable of integrating data from agencies’ environments to conduct county-wide analysis and share data between agencies
- The system should be capable of alerting local administrators if specific data triggers as determined by the local administrators via email or text.
- A robust, ESRI-based mapping system may be offered to show the System’s data. If offered, the mapping system should include heat map and filtering capabilities.
- Require at a minimum a password with Multi-Factor authentication and have the ability to control password complexity and frequency of changes
- Provide complete user-level functional manuals in electronic form
- Automatically create an incident and populate fields with data transferred from the CAD through
interface with existing CAD vendor (Hexagon).
- Support manual entry of incident information.
- Allow entry of unlimited length text in comments type fields.
- Support the ability to store partially completed incident record(s), complete another transaction, and return to the interrupted record (s) for completion.
(2) All the questions must be submitted no later than May 31, 2022
