[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide outreach campaign services to design, develop, and implement an outreach campaign to promote awareness of the State’s re-entry initiatives. The primary purpose of this campaign shall be to present a cohesive and effective state-wide message informing formerly incarcerated of the resources available to help them return to the workforce. This campaign shall run through the end of the fiscal year, June 30, 2022. The campaign shall be designed to reach multiple target audience segments of adults who would benefit from re-entry services.
- The campaign shall consist of multi-channel media campaign that communicates a public service messaging to Tennesseans state-wide across digital, print, TV and outdoor mediums. Work on this campaign shall be completed and all media purchased by June 30, 2022. Purchased media can be scheduled to run past June 30, 2022. However, the media plan and creative materials must be approved by the State and ready for market by June 1, 2022.
- This shall include writing script, hiring talent, obtaining talent buyout/usage rights, art production, filming, editing, and any other aspects associated with the development and production of advertisements, branded content and all creative materials.
a. All advertising must be translated in Spanish and made available in an online public tool kit once the campaign is launched.
b. All creative materials must support proper outreach among individuals with disabilities including closed captioning and embedded subtitles on digital channels.
- The Contractor shall submit to the State, for review and approval, a comprehensive media plan to include, at a minimum, the following channels: television (broadcast and cable), internet connected television, outdoor, radio, print, digital display, prepoll video, social, search engine marketing, and community and social influencers.
a. The Contractor shall negotiate for the best possible rates for each media buy and prioritize negotiation for value-added media.
b. Stations chosen must be ranked in the top one-half of the market, target the chosen demographic group and have a large reach; i.e., a reach or frequency most advantageous for recollection and recall of the message. For radio; traffic reports and rural network groups may be included in the plan depending on the target audience
(2) All questions must be submitted no later than April 19, 2022.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location
