[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide Computer-Aided Dispatch System, Law Enforcement Records Management System, Fire Records Management System, Jail Management System
- to acquire a fully integrated solution comprised of a single web-based application; an on-premises-based solution; or a hybrid of remote hosted and on-premises solution capable
of CAD, LERMS, FRMS, JMS, and mobile data
- Be highly configurable, allowing the City to meet current and future needs without extensive software customization
- Meet applicable National Emergency Number Association (NENA) Next Generation 911 (NG911) capabilities and various data (e.g., text, video, audio, X/Y coordinates) as
presented to the CAD/911 network interface
- Utilize a commercially available CAD with mapping, RMS, mobile data, and JMS solution
- Utilize an open systems-based relational database management system (RDBMS)
- Utilize commercial off-the-shelf (COTS) components
- Provide a hardware solution that is scalable
- Provide a high level of availability, security, and reliability
- Provide a solution that is survivable during power and internet outages
- Allow secure access to both short-term and long-term stored data for the purposes of reporting and analysis
- Provide an intuitive user interface for accessing stored data
- Be installed and be operating successfully at sites of equivalent size and complexity
- CAD Interfaces:
- eAgent or NCIC provider – links CAD to the State for vehicle/person queries originating from CAD, Mapping for CAD, mobile devices, RMS, JMS, and mobile units, RapidSOS (VESTA 911 mapping interface), Locution fire station alerting, Zetron fire paging, Exacom logging recorder,
- RMS Interfaces:
- Law Enforcement Information Exchange (LINX), Mapping for RMS, Field reporting, Accident reporting, Skills manager, Offender Watch, State pawn shop database, when stolen property entered in RMS, Evidence and property management, Booking, Juvenile module,
- JMS Interfaces:
- LiveScan for corrections management, Evidence and property management; property tracking, Telephone usage and payment module, Video visitation, Victim Information and Notification Everyday (VINE), Electronic medical records, Commissary, RMS, Intake, Juvenile module,
- Mobile Data:
- Delivery of CAD events, Display hazards and alerts, In-vehicle mapping of incidents, Routing, AVL tracking and display on the in-vehicle map, Messaging, Interface to the procured RMS, Attaching photos, Creating folders to organize supplements, Field reporting,
- Records Management System:
- Mobile devices will be capable of performing inquiries
- Implement field-based reporting capabilities
- Extend the inquiry capabilities to the proposed CAD and JMS
- Enable inquiry capabilities from the ECC workstations to RMS
- Enable automatic RMS Master Name, Vehicle, and Location inquiries from the proposed CAD system as those elements are entered into CAD forms
- Jail Management System:
- Images: Mug shots, Scars, marks, and tattoos, Capability to search on all metadata associated with the image,
- Jail administration, Medical forms, Scheduled rounds, Inmate banking, Inmate incident reporting, Reports, Interface to Courts,
- GIS:
- Tracking Layer: AVL, GeoStat Points, User Drawing Points, User Drawing Polygons, Burn Permits, Mark Position, Plume Points, Plume Polygons, Hotspots.
(2) A Mandatory Bidders’ Workshop will be held on September 13, 2021
(3) All the questions must be submitted no later than October 8, 2021

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
