Government Authority located in Tennessee; USA based organization looking for expert vendor for cloud-based auditing software.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide cloud-based auditing software.
- Cloud-based software application that is accessible via the web browser Chrome and Microsoft Edge.
- Provide enterprise risk assessment for a highly complex K-12 school district regarding risks such as grant compliance, internal control, financial, reputation, public funds, proprietary funds, special funds, third party, compliance, operational, technology, physical security, cyber security, safety, etc.
- Development of annual audit plan from the risk assessment function within the software based on risk weighted methodology.
- Monitor the execution of the annual audit plan.
- Ability to create individual audit projects that are performed concurrently up to 50 concurrent projects.
- Project management capability for each project to include employee resource assignments, project hourly budget, current status reporting, resource conflicts, etc.
- Ability to create audit program for each individual audit project with detail audit procedures for all three phases of an audit which includes planning, fieldwork, and communication of audit results.
- Ability to create, import, export, organize, index, cross-reference, store, retrieve, print, approve, edit audit project work papers.
- Ability for audit supervisor and management to concurrently view, edit, delete and approve audit project programs, project work papers and reports; provide feedback comments to project auditors and to document supervisor and management activity.
- Ability to create audit templates to meet documentation standards for government auditing standards related to performance, attestation and no audit services.
- Ability to store all audit administration and audit project artifacts in cloud with nightly backup.
- Ability to grant audit project view only access to a minimum of 7 non-active users.
- Provide option to acquire data analytics capability to import, export, analyze, summarize graph, and report on data in various formats such as excel, access, proprietary databases, Oracle, flat file, etc.
- Ability to systematically transfer data analytics result to audit project.
- Ability to provide administrative reporting such as risk assessment report, monthly and quarterly, annual reports on audit projects, audit resource and hours reports, individual project status report by auditor, percentage of completion report by audit project and to extract consolidated report of findings by school.
- Ability to archive projects by year and have access to projects for up to 5 years.
(2) All questions must be submitted no later than May 25, 2021.
(3) Contract term will be five years.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
