[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide access improvement study to the government authority located in Nashville, TN.
- The Access program is comprised of two separate services: Access and Access-on-Demand,
- Access provides door-to-door transportation for persons with disabilities who are unable to utilize the fixed bus route service,
- Customers complete an eligibility review process prior to being allowed to use the service. Customers can request transportation any time fixed route service is in operation anywhere in County,
- Trips are distributed to the non-dedicated service providers based on availability, capacity and cost. Refer to the table at the end of this subsection for a ridership breakdown summary,
- The service is solely delivered by the contracted service providers with reservations being accepted from two hours to 30 days in advance,
- Customer Care handles Access trip requests, trip modifications (excluding same-day requests), complaints, and eligibility,
- Access Dispatch handles day of service issues such as assisting operators in locating customers, confirming no-shows, monitoring in-house operations for on time performance, and handling operator emergencies,
- Access Scheduling prepares the daily manifests for in-house and contracted service providers, monitors contracted service providers for on time performance and service delivery, and handles customer driven same day service issues including rescheduling of trips and inquiries from customers on vehicle estimated time of arrival,
- The study will examine the resilience of the paratransit system to respond to current and future challenges that may include emergencies such as pandemics as well as more frequent local emergencies and other external stressors that affect system operations and necessitate temporary changes in routing and scheduling,
- The study will identify options to sustain a desired level of customer service in response to changes in demand, unpredictable traffic, fluctuating staffing resources, and third-party vendor availability. In addition, the study will examine emerging mobility-on demand models including dynamic real-time scheduling, trip brokerage and other service contracting mechanisms, and other strategies to introduce new service providers in short time windows to address changing customer and operational needs,
- The study will also identify opportunities for lowering operating costs and improving system sustainability to protect service delivery from the effects of fluctuating levels of funding.
(2) A pre-proposal meeting will be held on February 4, 2021
(3) All the questions must be submitted no later than February 19, 2021.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
