[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide Active Transportation Education, Safety, and Awareness Campaign aimed at building a shared sense of responsibility for safety in the public right of way, reducing the number of traffic crashes resulting in injury or death to Memphis’ active transportation users, and improving and legitimizing general perceptions of active transportation.
- The consultant will be encouraged to implement any novel, progressive tactics, such as various mini campaigns or guerrilla marketing, to capture the community’s attention and leave a lasting impression. All campaign content will reject messaging that places an undue burden of responsibility on victims of pedestrian or bicyclist traffic crashes (i.e. victim-blaming/victim-shaming). • A brochure/booklet/digital graphic guides on the most common information needed around bike/pedestrian laws and infrastructure;
• Infographics explaining how drivers interact with bike lanes, legal use of bike lanes, the meanings of various bike and pedestrian facility markings and signage, etc.;
• Video profiles of people who walk, ride, or scoot, and those who have been the victim of a traffic crash; and
• Video public service announcements for regarding applicable laws and need for greater awareness.
- The consultant will devise and track clearly defined performance metrics over the life of the campaign. Establishing a baseline measurement, the successor may be expected to track, as examples:
• Advocacy partnerships and active transportation network stakeholders;
• Perceptions on the use and safety of active transportation modes; and the right and equity of access for all users of streets as public right of ways;
• Signs of change in targeted behavior proxies; and
• Attitudes on State and local laws regarding active transportation.
- This Request for Proposals (RFP) will serve prudence to identify an agency with a capable staff that can produce compelling ideas and concepts while demonstrating the best strategy to manage the creative development, production, media placement, and all its team, subcontractors and vendors. It is optional for agencies, except where mandated by contract, to identify proposed subcontractors during the proposal process, as the review process for this RFP will focus primarily on the creative ideas and organizational capabilities of the agencies submitting proposals.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
