Government Authority located in Newport, Tennessee; USA based organization looking for expert vendor for broadband customer activation and maintenance services.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide broadband customer activation and maintenance services to the government authority located in Newport, TN.
• Routing and sealing of outdoor Cat5/6 cabling from exterior antenna to the indoor PoE device inside customer premise
• Install indoor cabling to router, PC, or designated location specified by thecustomer.
• Electrical grounding of the antenna to manufacturer’s specifications.
• Powering and verifying normal operation of wireless antenna.
• Record wireless signal measurements such as RSSI, SNR etc. (Must be recorded in service order report)
• Coordinate with the agency operations to provision the wireless antenna and ensure that all applicable services are provisioned properly.
• Various trenching and ditch excavating work may be required for the installation and maintenance of underground cabling for extended CPE locations.
• Existing outlets, termination points, connectors and fittings on all cabling will be installed or replaced as necessary. These should all be verified individually with technicians approved test tools and added to the service order documentation.
• Additional data outlets may be required.
• Perform best practice methods for structured cabling in physical routing, screws, anchors, and wraps
• Expected to troubleshoot any infrastructure problems and repair utilizing contractor provided tools such as wireless analyzers.
• Coordinate equipment conversions of wireless access point changes and customer premise electronics replacements.
• Troubleshoot customer network problems with network support center, field service manager, OSP engineer and network engineers.
• Mount and test wireless CPE (customer premise equipment) as required and maintain all necessary plant documentation. Determine optimal location and pathways to install exterior antenna based on signal strength and best line of sight to base station per site survey previously conducted. Install external antenna on customer roof or other exterior surface in residential and commercial applications.
• Data Services
o Connection of customer devices (Router, PC) or agency supplied device (Wireless Router) to Cat5/6 drop.
o Validate connectivity with customer and record speed test results to verify proper operation. (Speed Test results must be recorded in service order report)
o Set up of up to 3 simple Wi-Fi devices for data, such as tablets, smartphones, laptops, desktop computers, or Wi-Fi extenders
• Video Services
o When OTT solutions are launched, agency reserves the right to negotiate specifications and rates for OTT connections.
• Educate customer on all applicable products and services and distribute client materials when applicable
• Customers must sign off on all activations to ensure satisfaction. (This agreement must be recorded in the service order report)
• Additional Drops may be required for new data, video, and voice outlets. There may also be a need for a wallfish which involves the vertical placement of cabling in an existing wall whereby entry from the top plate is used to fish wire into a finished wall plate.
• All Activations will require photographs of the entire installation process including, but not limited to, wireless antenna and power supply installation, structured wiring, data wiring and connections, voice wiring and connections, and any other required steps. These photos will be recorded with the service order report and filed under the customer’s account for reference and customer support purposes.
• All installations will require contractor to record details of the installation to include equipment location, RF levels, service verification results and network assignment details.
(2) A mandatory pre-bid meeting will be held on May 27, 2020.
(3) Contract term will be two years.
