[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide professional marketing and advertising communications services in support of a nationwide marketing program for personnel acquisition and retention programs for Navy Recruiting Command, located in Millington, TN.
- Increase awareness of and favorable attitudes toward the navy and navy reserve.
- Inform target audience, parents and other influencers about opportunities and benefits found in the navy and navy reserve.
- Generate program eligible, quality leads and prospect relationships for recruiter follow-up.
- Communicate through various methods to drive prospects to www.navy.com.
- Generate foot traffic into local Navy recruiting stations dispersed across the country.
- Prepare prospects for direct contact with a recruiter by increasing their knowledge of the navy
- Position America’s navy as a modern, high technology service and appeal to diverse prospects using current and emerging technologies and communication channels.
- Develop effective communications that appeal to the target audience in all areas of the country comprised of a variety of ethnic, religious, and economic groups to ensure a diverse pool of prospects for all Navy programs, officer and enlisted, active and reserve.
- Creative development and execution (including production) for the brand campaign and other required advertising activities shall effectively leverage the synergies possible through an integrated communications campaign using TV, radio, print, digital, and other media as appropriate.
- The contractor shall provide creative services including design, development, and production of all media elements including television, radio, print (direct mail, magazine and newspaper), digital advertising, website, event signage, asset branding and other interactive activities, social media, video, other electronic media, and emerging technologies.
- The contractor shall maintain all film masters and master videotapes along with complete documentation concerning talent contracts, music rights, and any other information needed to determine legal issues involving network or cable broadcast, or any other use or distribution of any and all video products to any audience at any time.
- The contractor shall have the capability to produce print, radio and video ads in Spanish. English is primary with Spanish language used in select markets.
- The contractor shall provide services for media planning, placement, purchase, and tracking encompassing television, radio, print, online, interactive, video, smart phone, and other electronic channels.
- The Agency shall provide digital lead capture systems on all mobile assets that collect data from visitors, filter the data using formulas to predict the propensity of the individual, and transmit the data to other information systems used by recruiters to contact those individuals.
- Enhancements are defined as the process of changing the overall look of the website to include backgrounds, wall papers, appearances, schemes, layouts, or other features within the capabilities of the existing technology being used to develop the website or application.
- The intent of this task is to reach target audiences through paid and organic advertising efforts. The contractor must create content and programs to engage prospects and influencers that will call them to action, whether through services or support. The Government will provide all log-in information upon award. All posts, messages, account updates, and online activities on these accounts shall adhere to brand safety guidelines.
- Events Support and Promotion. To increase attendance and leads at NRC recruiting events (Conventions and Mobile Truck events, Navy Weeks) the PR team will develop comprehensive media distribution lists, develop and distribute a detailed press release, and work closely with local journalists to place earned, promotional stories in print, broadcast, and online media outlets in the various host cities. One to two PR team members will attend monthly events to facilitate interviews and to capitalize on press-related opportunities that arise on-site.
- The contractor will conduct an Outbound SMS messaging program on behalf of Navy Recruiting Command, wherein prospects in the Salesforce CRM database will be sent SMS messages with the intention of scheduling a time for the prospect to complete Blueprinting via telephone.
- The Electronic Fulfillment (E-Fulfillment) Program provides electronic fulfillment items in response to requests for information about the Navy through the contractor, which provides electronic fulfillment in response to lead and material request inquiries received through national advertising channels
- The contractor shall provide an account management team to work full-time and be solely dedicated to the navy recrui
