Government Authority located in Tennessee; USA based organization looking for expert vendor for mobile and smartphone application development service.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide mobile and smartphone application development service along with a public-facing web portal and an internal-facing administrative dashboard, with the intent to enable and increase centralized civic engagement by the public.
- Provide smartphone apps for the latest versions following platforms: Android and iOS.
- The dashboard should allow individual staff or workgroups to monitor, contribute more information to, re‐categorize, redirect, and promptly respond to, the requestor's service requests.
- The dashboard should allow staff to generate customizable and exportable reports for distribution to management in common data format such as XML, Excel, and delimited files.
- The dashboard must be compatible with all the major web browsers including but not limited to: Edge, Firefox, Safari and Chrome.
- The mobile application must be easily accessible from the mobile’s corresponding app store and a link from the city’s website.
- The mobile application should be map based and utilize location‐aware technology. Requestor must be able to make map overrides or enter a street address for accurate location reporting. The mobile application should capture and resolve street direction, street number, street suffix, and coordinates.
- The mobile application should allow the requestor to submit a request publicly or privately (for requestor’s and staff’s eyes only) for sensitive cases, for example reporting a neighbour’s barking dog or nefarious activities.
- The system should provide a device‐optimized interface to the dashboard via web browser or tablet app to facilitate a good user experience.
- The public facing portal should allow the requestor to cancel their request so it will no longer show on the web portal. The system should be able to keep track of cancelled requests and notify staff to cancel any scheduled work associated with it.
- The system should be able to send emergency or important public announcements to the mobile app.
- The system should allow import of older request information via a standard format. This would give user ability to see requests entered prior to availability of web form and mobile app.
(2) All questions must be submitted no later than May 12, 2020.
(3) Contract term will be one year.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
