[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide a comprehensive, strategic and innovative communications and promotional campaign for the Plan in an effort to accomplish, among other goals, the following: creating awareness of the purpose of the Plan; communicating how the Plan can assist families in preparing for higher education expenses; highlighting the tax advantages of the Plan; and communicating how the Plan distinguishes itself from other college savings Section 529 plans.
- The Contractor shall develop, create and design a unique message tailored to the Plan that communicates the distinct advantages that the Plan can offer across all platforms, including, but not limited to, digital, radio, community events, social media and internet. The Contractor shall accomplish these goals by performing the following:
a. Marketing Strategy and Initiatives. The Contractor, at the direction of and in consultation with the State, shall develop an annual marketing strategy for the Plan that encourages continued contributions in the Plan by existing account owners and family members and a marketing approach for prospective clients that promotes saving for higher education expenses in the Plan. The strategy shall include, but not be limited to, the promotion of the following: advantages of saving in 529 plans in general and saving in the Plan, utilizing the Plan’s gifting platform to contribute to a college savings account, applicable incentives, direct deposit offered by employers for college savings contributions, and the investment advisor portal. The Contractor shall also develop promotional and informational material for the Plan in connection with the annual marketing strategy; provided that the material shall only be disseminated by the Contractor upon receiving the State’s written permission.
i. Digital and Search Marketing; Radio Marketing; Broadcast Marketing. Develop advertisements and web designs (as applicable) to promote information about the Plan purpose, achievements and advantages and provide to the State creative assets in any dimensions for the design of collateral pieces, social media and/or website needs. Write, produce, schedule and develop, as appropriate, promotions in digital media, radio and broadcast media by any, or a combination of, the following:
a. Art Direction. Oversee all the artistic aspects of the advertisement.
b. Illustration. Provide decoration, interpretation or visual explanation of text or concepts designed for integration in digital advertisement.
c. Talent and Media Production. Hire talent and produce radio advertisements.
d. Creative Direction. Manage the creative processes, including but not limited to, the design, communication, and media production.
e. Production Supervision. Direct and provide oversight of radio advertisements.
f. Media Buys. Purchase advertising from a media company.
g. Graphic Design. Create visual concepts within the brand guidelines that inform and encourage participation and ongoing savings in the plan.
ii. Public Relations. At the request and direction of the State, assist and provide support to the State in its public relations efforts to cultivate a positive reputation for city through various communications, including traditional media, social media, and in-person engagements.
iii. Promotions. Develop sweepstakes and incentive promotions to be implemented by the State to encourage savings in the Plan.
iv. Partnerships. Develop partnerships, sponsorships or alliances with other individuals or entities (including, but not limited to Chambers of Commerce, financial institutions, educational organizations, government agencies and any other corporations, partnerships, and associations) to market the Plan, encouraging the entities to allow its employees to make contributions to a Plan account through direct deposit.

(2) A pre-proposal conference will be held on March 17, 2020.
(3) All question must be submitted no later than April 1, 2020.
