[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide computer aided dispatch and records management system.
• Interactivity, allowing for the reduction of data entry and allowing the end user to verify information entered at the beginning of the call.
• The system should have the ability to create and customize fields. This includes the ability to add a new field that many agencies may not consider, such as a school name under the names table. field customization includes assigning the format to a field, i.e. choosing a number type as opposed to a text format.
• Assistance must be provided to set up the various fields and tables.
• To assist the end user, the system should provide prompts and instructions to assist with the data entry.
• There should be as much assistance using data validation as possible, including the correct formatting of fields and the use of dropdown menus.
• There should be a process to re-use badge numbers when an employee leaves county schools and that badge number is re-assigned to a different employee.
• There should be a process to identify fields of importance, so they have an option to provide an
automatic save of the field.
• Input codes should be time stamped, with the ability to search this data.
• Alerts should be provided in the CAD System on individuals that have been flagged as a person of interest.
• The CAD system should incorporate a map display of the call location and all vehicle units in real-time.
• The CAD system should allow for images or Adobe PDF files of data such as a school ground map, multi-hazard plan, or building footprints to be uploaded and easily readable for the dispatcher.
• The CAD system should allow for command line, function keys, and mouse point for the dispatcher to enter data.
• The CAD system should have a real time chat feature, with the ability for dispatchers to chat with each other, units to chat with each other and dispatchers and units to chat with each other. This should also be time stamped and shall have the ability to review this data.
• The CAD operator should be allowed to display screen information in a customizable format to display data that they feel is pertinent. This should not be computer specific but should be user ID specific.
• Records of a sensitive nature shall be locked from normal users and only accessible by supervisors or other work groups deemed necessary. In addition, there should be a section for investigative notes, supplements that also may not be accessible to all users.
• All data related to the same case should be stored in the same case folder. With a field that provides a brief description of the incident.
• Entry, modification, and deletion of certain fields shall be time-stamped with the ability to query this information.
• There should be a process to track users accessing and viewing reports.
(2) All questions must be submitted no later than April 25, 2019.
(3) Contract term will be one year.
