Government Authority located in Memphis, Tennessee; USA based organization looking for expert vendor for fiscal agent for Pre-K services.
[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide fiscal agent for Pre-K services to establish a funding program for comprehensive and universal needs-based prekindergarten, fiscal agent will ascertain the source of private, state and/or federal funding, the fiscal agent includes providing and maintaining health, development, early enrichment, parenting and advocacy services needed for improving kindergarten readiness for the children of county to the government authority located in Memphis, TN.
- Pre-K Services includes independent, effective and efficient process to collect information and statistical data and conduct research, measures and metrics used to evaluate service providers are based on nationally recognized standards, outlines an effective process to provide technical expertise in education data management, details strategy to use data for continuous improvement of programs and fiscal management of public funds, outlines process to consult and coordinate with other agencies dedicated to child welfare, provides programmatic expertise for key indicators of success in early childhood education, including national standards, outlines strategy for provision of professional development or training for providers, outlines process for progress monitoring and quality control and services provided reflect research-based best practices that align to project goals and outcomes.
- Fiscal Agent Responsibility includes agreement structure with community organizations, details outreach efforts to provide services for at-risk children, includes strategy for interagency coordination to maximize existing resources, details procedures for early identification of at-risk children, outlines strategy for ensuring equitable distribution of classrooms throughout county to maximize opportunities for all eligible pre-k students to receive Pre-K instruction, outlines manner in which fiscal agent will seek funding for unmet needs, includes strategy to leverage additional funding outside of government funds and includes guaranteed pay for performance.
(2) All question must be submitted no later than March 08, 2019.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location
